This level's speed depends entirely on cycles, which are in this case how many times you watch the sunflower cutscenes. Two cycle is average, and one cycle is extremely difficult. Not much besides this dictates what time you get on the level, so I'd recommend trying to get two cycle every time.

Attracting the Turtles
When attracting the turtles, try to make sure they all converge on you at the same time. If one gets to you before the others it may cause them to go of course, or for you to get hit. With the seccond cycle of turtles, try to manipulate them so that they're side by side before allowing them to catch up to you.
Cutscene
The shine spawn cutscene for this level is one of they few in the game that doesn't freeze time, meaning you cannot groundpound before the cutscene to get the shine.
Notes
Turtles will only go into the ground when not on grass
You can groundpound more than one turtle at a time, as long as they are close to eachother
Turtles can die while the sunflowers cutscene is playing so if you start your groundpound before it, you will get the kill.
